Without RDS CALs, Remote Desktop connections are limited to two concurrent administrative sessions per server.

RDS CALs unlock the full Remote Desktop Session Host functionality, enabling multiple users to connect simultaneously to a shared server desktop or individual published applications. This is the foundation of thin-client computing, terminal server deployments, and centralized application hosting — where applications run on the server and only the display, keyboard, and mouse signals travel across the network.
